INFORMATION NOTICE
on the intention to change the tariff
for the municipal waste management service –
mixed municipal waste recovery operation

In accordance with the Procedure for informing consumers about the intention to change prices/tariffs for utility services with justification of such necessity, approved by Order No. 130 of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine dated 05 June 2018 (as amended), UKRAINIAN WASTE MANAGEMENT LLC (previously named MS SOCIAL PROJECT LLC) hereby informs consumers of its intention to change the tariff for the municipal waste management service, namely the tariff for the mixed municipal waste recovery operation.

The current tariff for the municipal waste recovery operation was established by Decision No. 1633 of the Executive Committee of the Zhytomyr City Council dated 16 October 2024 “On the establishment of tariffs for the recovery of municipal waste (mixed) carried out by MS SOCIAL PROJECT LLC”.

During the period of validity of the tariff for the mixed municipal waste recovery operation, namely since 1 November 2024, significant changes in economic and production factors have occurred, which directly affected the actual costs of the enterprise and the cost of carrying out the mixed municipal waste recovery operation.

The main reasons for changing the tariff are:

– increase in the cost of electricity

Since the current tariff was established, the cost of electricity has increased significantly, which directly affects the cost of the mixed municipal waste recovery operation, as the enterprise's technological process is energy-intensive.

The cost of electricity included in the current tariff is UAH 8.06/kWh excluding VAT. As of 01 September 2026, the actual cost of electricity paid by the enterprise is UAH 10.95/kWh excluding VAT, representing an increase of 35.9%.

– increase in the cost of diesel fuel

Another significant factor necessitating the revision of the tariff is the substantial increase in the cost of diesel fuel. When the current tariff was calculated, its cost was UAH 38.94/litre excluding VAT. The actual cost of diesel fuel purchased by the enterprise to ensure the production process is UAH 65.82/litre excluding VAT.

– physical wear of technological equipment and inflationary processes

The increase in the cost of spare parts, repair materials, other inventory items, as well as equipment repair and maintenance services, leads to an increase in the enterprise's costs for ensuring an uninterrupted technological process and, accordingly, affects the cost of the mixed municipal waste recovery operation.

A comparison of the cost of materials for equipment repair and maintenance included in the current tariff with the actual costs shows an increase of 91.3%.

– increase in the cost of municipal waste disposal services

The cost of municipal waste disposal services increased by 324.7% compared with the cost included in the current tariff. This results in increased costs for the enterprise for the disposal of non-recyclable waste residues (construction and repair waste, stones, street sweepings, etc.) and directly affects the actual cost of the mixed municipal waste recovery operation.

– increase in land rental costs

The enterprise's land rental costs increased by 21.0%, which leads to an increase in the enterprise's fixed costs and is accordingly taken into account when calculating the planned tariff for the mixed municipal waste recovery operation.

– increase in labour costs

The increase in the statutory minimum monthly wage from UAH 8,000 to UAH 8,647 affected the remuneration of employees engaged in core production activities and increased payroll costs and the unified social security contribution.

– technological characteristics and quality of input materials

The high moisture content, contamination and heterogeneity of mixed municipal waste (input material) result in a decrease in the volume and value of recyclable secondary raw materials and SRF fuel. This, in turn, reduces the enterprise's income from the sale of by-products and adversely affects the economic indicators of the mixed municipal waste recovery operation.

According to the calculations, the planned economically justified tariff for the mixed municipal waste recovery operation amounts to UAH 181.68/m³ including VAT or UAH 1,494.90/tonne including VAT.

Comparison of the current and planned tariffs:

According to the new calculations, the monthly charge for the mixed municipal waste recovery operation per resident will be:

– for residents of apartment buildings — UAH 35.58 per person per month (current 2024 tariff — UAH 23.52);

– for residents of private-sector households — UAH 39.36 per person per month (current 2024 tariff — UAH 26.03).

In view of the above, the tariff revision is objectively necessary to bring it into line with economically justified costs, maintain technological equipment in proper working condition, ensure an appropriate level of remuneration, preserve the status of a critically important enterprise and the possibility of reserving employees liable for military service, as well as ensure stable and uninterrupted performance of the mixed municipal waste recovery operation.

Comments and proposals from individuals and legal entities and their associations are accepted within 10 calendar days from the date of publication of this notice — from 16 September 2026 through 25 September 2026 inclusive — at the address of the municipal service provider, UKRAINIAN WASTE MANAGEMENT LLC: 20 Skladskyi Passage, Zhytomyr, 10001, Ukraine.
